   1-15                         A BILL TO BE ENTITLED
   1-16                                AN ACT
   1-17  relating to judicial training related to the problems of family
   1-18  violence, sexual assault, and child abuse.
   1-19        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-20        SECTION 1.  Section 22.011(b), Government Code, is amended to
   1-21  read as follows:
   1-22        (b)  The supreme court shall adopt the rules necessary to
   1-23  accomplish the purposes of this section.  The rules must require
   1-24  each district judge and each judge of a statutory county court to
   1-25  complete at least eight hours of the training within the judge's
   1-26  first term of office.  At least six hours of the training must be
   1-27  dedicated to the training described by Subsections (d)(5), (6), and
   1-28  (7).  The rules must exempt from the training requirement of this
   1-29  subsection each judge who files an affidavit with the Office of
   1-30  Court Administration stating that the judge does not hear any cases
   1-31  involving family violence, sexual assault, or child abuse.
   1-32        SECTION 2.  (a)  Each judge who is in office on December 31,
   1-33  1993, and is not exempt must complete the judicial training
   1-34  required by Section 22.011, Government Code, as amended by this
   1-35  Act, notwithstanding the requirement of that section that it be
   1-36  completed within the first term of office.  The training must be
   1-37  completed before August 31, 1996.
   1-38        (b)  A judge who takes office on or after January 1, 1994,
   1-39  and who is not exempt from or has not otherwise satisfied the
   1-40  requirements of Section 22.011(b), Government Code, as amended by
   1-41  this Act, must complete the judicial training required by that
   1-42  section within the judge's first term of office that begins on or
   1-43  after that date.
   1-44        SECTION 3.  The importance of this legislation and the
   1-45  crowded condition of the calendars in both houses create an
   1-46  emergency   and   an   imperative   public   necessity   that   the
   1-47  constitutional rule requiring bills to be read on three several
   1-48  days in each house be suspended, and this rule is hereby suspended.
