                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to participation in University Interscholastic League
    1-3  sponsored activities by home school students.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter  Z, Chapter 21, Education Code, is
    1-6  amended by adding Section 21.9212 to read as follows:
    1-7        Sec. 21.9212.  INTERSCHOLASTIC LEAGUE PARTICIPATION BY HOME
    1-8  SCHOOL STUDENTS.  (a)  A child who is eligible to attend school
    1-9  under Section 21.031(a) of this chapter may not be excluded from
   1-10  participation in an activity sponsored by the University
   1-11  Interscholastic League solely on the ground that the child is a
   1-12  home school student.
   1-13        (b)  A home school student may participate in a
   1-14  league-sponsored  activity only on behalf of a school that the
   1-15  student is eligible to attend under Section 21.031 of this code.
   1-16        (c)  This section does not exempt a home school student from
   1-17  satisfying eligibility requirements for participating in
   1-18  league-sponsored activities other than school district class
   1-19  attendance requirements.
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
