                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the duty of a commercial air carrier to notify
    1-3  passengers of threats of violence against aircraft operated by the
    1-4  carrier.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  A commercial air carrier that receives from any
    1-7  source a threat of violence against aircraft operated by the
    1-8  carrier shall notify each passenger that travels on the carrier's
    1-9  aircraft of the threat before the passenger boards the aircraft.
   1-10        SECTION 2.  A commercial air carrier's duty to provide notice
   1-11  under Section 1 of this Act continues from the time the threat is
   1-12  received by the carrier until the 30th day after the date the
   1-13  threat is received.
   1-14        SECTION 3.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended,
   1-19  and that this Act take effect and be in force from and after its
   1-20  passage, and it is so enacted.
