A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the regulation of greywater.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 26.0311(a), Water Code, is amended to
1-5 read as follows:
1-6 (a) In this section, "greywater" means wastewater from
1-7 clothes washing machines, showers, bathtubs, handwashing
1-8 lavatories, and sinks that are not used for <food preparation or>
1-9 disposal of hazardous or toxic <chemical and biological>
1-10 ingredients.
1-11 SECTION 2. Section 341.039, Health and Safety Code, is
1-12 amended to read as follows:
1-13 Sec. 341.039. GRAYWATER STANDARDS. (a) The board and the
1-14 Texas State Board of Plumbing Examiners by rule shall adopt and
1-15 implement minimum standards for the use and reuse of graywater in
1-16 irrigation and for other agricultural, domestic, commercial, and
1-17 industrial purposes to assure that the use of graywater is not a
1-18 nuisance and does not damage the quality of surface water and
1-19 groundwater in this state.
1-20 (b) In this section, "graywater" means wastewater from
1-21 clothes-washing machines, showers, bathtubs, hand-washing
1-22 lavatories, and sinks that are not used for <food preparation or>
1-23 disposal of hazardous or toxic <chemical and biological>
1-24 ingredients.
2-1 SECTION 3. The importance of this legislation and the
2-2 crowded condition of the calendars in both houses create an
2-3 emergency and an imperative public necessity that the
2-4 constitutional rule requiring bills to be read on three several
2-5 days in each house be suspended, and this rule is hereby suspended,
2-6 and that this Act take effect and be in force from and after its
2-7 passage, and it is so enacted.
