1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to the regulation of greywater.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Section 26.0311(a), Water Code, is amended to
1-24 read as follows:
1-25 (a) In this section, "greywater" means wastewater from
1-26 clothes washing machines, showers, bathtubs, handwashing
1-27 lavatories, and sinks that are not used for <food preparation or>
1-28 disposal of hazardous or toxic <chemical and biological>
1-29 ingredients.
1-30 SECTION 2. Section 341.039, Health and Safety Code, is
1-31 amended to read as follows:
1-32 Sec. 341.039. GRAYWATER STANDARDS. (a) The board and the
1-33 Texas State Board of Plumbing Examiners by rule shall adopt and
1-34 implement minimum standards for the use and reuse of graywater in
1-35 irrigation and for other agricultural, domestic, commercial, and
1-36 industrial purposes to assure that the use of graywater is not a
1-37 nuisance and does not damage the quality of surface water and
1-38 groundwater in this state.
1-39 (b) In this section, "graywater" means wastewater from
1-40 clothes-washing machines, showers, bathtubs, hand-washing
1-41 lavatories, and sinks that are not used for <food preparation or>
1-42 disposal of hazardous or toxic <chemical and biological>
1-43 ingredients.
1-44 SECTION 3. The importance of this legislation and the
1-45 crowded condition of the calendars in both houses create an
1-46 emergency and an imperative public necessity that the
1-47 constitutional rule requiring bills to be read on three several
1-48 days in each house be suspended, and this rule is hereby suspended,
1-49 and that this Act take effect and be in force from and after its
1-50 passage, and it is so enacted.
