   1-19                         A BILL TO BE ENTITLED
   1-20                                AN ACT
   1-21  relating to the authority of the Jefferson County Drainage District
   1-22  No. 6 to lease its property.
   1-23        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-24        SECTION 1.  Chapter 349, Acts of the 57th Legislature,
   1-25  Regular Session, 1961, is amended by adding Section 11b to read as
   1-26  follows:
   1-27        Sec. 11b.  The Board of Commissioners may lease any of its
   1-28  property, real or personal, to any person.  The lease shall contain
   1-29  terms and provisions that the board determines to be advantageous
   1-30  to the District and to the general public for its use and benefit.
   1-31  The lease may be for any term and may allow a lessee to alter or
   1-32  modify the property, but may not interfere with the concurrent use
   1-33  of the property for drainage and flood control purposes.
   1-34        SECTION 2.  The importance of this legislation and the
   1-35  crowded condition of the calendars in both houses create an
   1-36  emergency and an imperative public necessity that the
   1-37  constitutional rule requiring bills to be read on three several
   1-38  days in each house be suspended, and this rule is hereby suspended,
   1-39  and that this Act take effect and be in force from and after its
   1-40  passage, and it is so enacted.
