                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to limiting the number of terms persons may serve as
    1-3  trustees of certain public junior colleges.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 130.088, Education Code, is amended by
    1-6  adding Subsection (o) to read as follows:
    1-7        (o)  A person is not eligible for election or appointment to
    1-8  a term of office as a trustee if, on the date the term of office
    1-9  begins, the person has served as a trustee in any of the trustee
   1-10  districts for two consecutive full terms.
   1-11        SECTION 2.  (a)  This Act takes effect September 1, 1993, and
   1-12  applies only to the election or appointment of a trustee of a
   1-13  junior college district described by Section 130.088, Education
   1-14  Code, on or after that date.  The election or appointment of a
   1-15  trustee before the effective date of this Act is governed by the
   1-16  law as it existed immediately before the effective date of this
   1-17  Act, and that law is continued in effect for this purpose only.
   1-18        (b)  Service as a trustee of a junior college district
   1-19  described by Section 130.088, Education Code, before the effective
   1-20  date of this Act is not counted in determining whether a person is
   1-21  eligible to serve as a trustee under Section 130.088(o), as added
   1-22  by this Act.
   1-23        SECTION 3.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency   and   an   imperative   public   necessity   that   the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
