1-20 AN ACT
1-21 relating to a review of child development training agreements.
1-22 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-23 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1-24 amended by adding Section 61.083 to read as follows:
1-25 Sec. 61.083. REVIEW OF CHILD DEVELOPMENT TRAINING
1-26 AGREEMENTS. (a) In this section:
1-27 (1) "Articulation" means the alignment of lower
1-28 division courses and requirements and the sequencing of lower and
1-29 upper division courses and programs that are offered by vocational
1-30 programs and two-year or four-year institutions of higher
1-31 education.
1-32 (2) "Transfer" means the process of reviewing and
1-33 admitting applicants for advanced standing.
1-34 (b) The board shall annually conduct a review of vocational
1-35 programs and institutions of higher education to determine which
1-36 programs and institutions have or are developing agreements that
1-37 relate to child development training and that provide for
1-38 articulation of courses and programs and transfer of credits.
1-39 (c) The board shall prepare an annual report on the results
1-40 of the review. The report must include an assessment of the need
1-41 for future agreements and recommendations for the expansion or
1-42 alteration of agreements.
1-43 (d) The board shall submit copies of the report to the
1-44 legislature not later than October 1 of each year.
1-45 SECTION 2. The board shall submit the first report required
1-46 under Section 61.083, Education Code, as added by this Act, not
1-47 later than October 1, 1994.
1-48 SECTION 3. The importance of this legislation and the
1-49 crowded condition of the calendars in both houses create an
1-50 emergency and an imperative public necessity that the
1-51 constitutional rule requiring bills to be read on three several
1-52 days in each house be suspended, and this rule is hereby suspended,
1-53 and that this Act take effect and be in force from and after its
1-54 passage, and it is so enacted.
