                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to cities eligible to create certain industrial
    1-3  development corporations.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 4B(a)(1), Development Corporation Act of
    1-6  1979 (Article 5190.6, Vernon's Texas Civil Statutes), is amended to
    1-7  read as follows:
    1-8              (1)  "Eligible city" means a city:
    1-9                    (A)  that is located in whole or in part in a
   1-10  county with a population of 750,000 or more, according to the most
   1-11  recent federal decennial census; and
   1-12                    (B)  in which the combined rate of all sales and
   1-13  use taxes imposed by the city, the state, and other political
   1-14  subdivisions of the state having territory in the city does not
   1-15  exceed 7.25 percent on the date of any election held under or made
   1-16  applicable to this section.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
