                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to certain licenses issued by the Texas State Board of
    1-3  Plumbing Examiners.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 12, The Plumbing License Law (Article
    1-6  6243-101, Vernon's Texas Civil Statutes), is amended by amending
    1-7  Subsection (a) and adding Subsection (g) to read as follows:
    1-8        (a)  Licenses issued by the Board shall be valid throughout
    1-9  the state, but shall not be assignable or transferable, except as
   1-10  otherwise allowed by this section.  The Board shall forward to the
   1-11  local Board of Health, if there be one, of each town, or to the
   1-12  other authority having control of the enforcement of regulations
   1-13  relative to plumbing in each town, the names and addresses of all
   1-14  persons in such town to whom such licenses have been granted.
   1-15  Licenses shall be issued for one year and may be renewed annually
   1-16  on or before February 1st or as provided by Section 12A of this Act
   1-17  upon payment of the required fee.
   1-18        (g)  A person who holds a master or journeyman plumber
   1-19  license may designate an individual to be assigned the license of
   1-20  the holder in the event of the holder's death.  On the death of the
   1-21  license holder, the Board may reassign the license to the
   1-22  designated individual if that individual is otherwise qualified for
   1-23  the license under this Act.  The Board shall adopt rules as
   1-24  necessary relating to the reassignment of licenses under this
    2-1  subsection.
    2-2        SECTION 2.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended,
    2-7  and that this Act take effect and be in force from and after its
    2-8  passage, and it is so enacted.
