                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the issuance of personal identification cards to
    1-3  certain individuals by the Department of Public Safety.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 14A, Chapter 173, Acts of the 47th
    1-6  Legislature, Regular Session, 1941 (Article 6687b, Vernon's Texas
    1-7  Civil Statutes), is amended by amending Subsection (c) and adding
    1-8  Subsection (c-1) to read as follows:
    1-9        (c)  The Department shall levy and collect a fee of Ten
   1-10  Dollars ($10.00) for preparation and issuance of a card for a
   1-11  person under 65 years of age, except as provided by Subsection
   1-12  (c-1) of this section.  The fee for a person 65 years of age or
   1-13  older is Five Dollars ($5.00).
   1-14        (c-1)(1)  The fee for a personal identification card issued
   1-15  to a person who is a mentally retarded student or an emotionally
   1-16  disturbed student participating in the special education program of
   1-17  a school district or a special education cooperative is Three
   1-18  Dollars ($3.00).
   1-19              (2)  In this subsection, the terms "mentally retarded
   1-20  student" and "emotionally disturbed student" have the meanings
   1-21  assigned by Section 21.503, Education Code.
   1-22        SECTION 2.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
