                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to limitations on the employment and salaries of school
    1-3  district administrators.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 16, Education Code, is
    1-6  amended by adding Section 16.0561 to read as follows:
    1-7        Sec. 16.0561.  LIMITATIONS ON ADMINISTRATORS' EMPLOYMENT AND
    1-8  SALARIES.   (a)  A school district may not employ a number of
    1-9  administrators that exceeds the following ratios:
   1-10              (1)  beginning with the 1993-1994 school year, one
   1-11  administrator for each 11 teachers employed by the district; and
   1-12              (2)  beginning with the 1996-1997 school year, one
   1-13  administrator for each 12 teachers employed by the district.
   1-14        (b)  For purposes of Subsection (a) of this section:
   1-15              (1)  an administrator who teaches one or more classes
   1-16  is counted as one-half an administrator and is not counted as a
   1-17  teacher; and
   1-18              (2)  a counselor or librarian is not counted as either
   1-19  a teacher or an administrator.
   1-20        (c)  A district may not pay an administrator a salary that
   1-21  exceeds five times the amount of the lowest salary the district
   1-22  pays a teacher.
   1-23        SECTION 2.  This Act takes effect beginning with the
   1-24  1993-1994 school year.
    2-1        SECTION 3.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
