   1-21                         A BILL TO BE ENTITLED
   1-22                                AN ACT
   1-23  relating to riding a bicycle on a shoulder of a street or highway.
   1-24        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-25        SECTION 1.  Section 54A(c), Uniform Act Regulating Traffic on
   1-26  Highways (Article 6701d, Vernon's Texas Civil Statutes), is amended
   1-27  to read as follows:
   1-28        (c)  The provisions of this section limiting the operation of
   1-29  vehicles upon improved shoulders shall not apply to:
   1-30              (1)  authorized emergency vehicles responding to calls;
   1-31              (2)  police patrols; <or>
   1-32              (3)  vehicles and equipment actually engaged in work
   1-33  upon a highway but shall apply to such persons and vehicles when
   1-34  traveling to or from such work; or
   1-35              (4)  bicycles.
   1-36        SECTION 2.  The importance of this legislation and the
   1-37  crowded condition of the calendars in both houses create an
   1-38  emergency and an imperative public necessity that the
   1-39  constitutional rule requiring bills to be read on three several
   1-40  days in each house be suspended, and this rule is hereby suspended,
   1-41  and that this Act take effect and be in force from and after its
   1-42  passage, and it is so enacted.
