                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the authority of the Railroad Commission of Texas to
    1-3  implement conservation and distribution plans for alternative
    1-4  fuels.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 113.241, Natural Resources Code, is
    1-7  amended to read as follows:
    1-8        Sec. 113.241.  Rules Regarding Research and Education
    1-9        The commission may adopt all necessary rules relating to the
   1-10  purposes of this subchapter and activities regarding <conducting
   1-11  research and educating the public regarding> the use of LPG,
   1-12  natural gas, including other natural gas derivative fuels such as
   1-13  compressed natural gas, liquefied natural gas and methonal,  and
   1-14  other environmentally beneficial alternative fuels that are or have
   1-15  the potential  to be effective in improving the quality of air in
   1-16  this State.
   1-17        SECTION 2.  Section 113.243 (c)(3), Natural Resources Code,
   1-18  is amended to read as follows:
   1-19        (3)  developing and implementing conservation and
   1-20  distribution plans to minimize the frequency and severity of
   1-21  disruptions in the supply of alternative fuels.
   1-22        SECTION 3.  EMERGENCY.  The importance of this legislation
   1-23  and the crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended.
