                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to tuition and fee exemptions at public institutions of
    1-3  higher education for certain students.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter D, Chapter 54, Education Code, is
    1-6  amended by adding Section 54.211 to read as follows:
    1-7        Sec. 54.211.  ONE-YEAR EXEMPTION FOR CERTAIN STUDENTS.  A
    1-8  student is exempt from the payment of tuition and fees authorized
    1-9  by this chapter for the first academic year in which the student
   1-10  enrolls at an institution of higher education if the student:
   1-11              (1)  has graduated from high school;
   1-12              (2)  successfully completed the attendance requirements
   1-13  under Section 21.032 of this code; and
   1-14              (3)  on the date of enrollment, is a dependent child
   1-15  receiving financial assistance under Chapter 31, Human Resources
   1-16  Code.
   1-17        SECTION 2.  This Act applies beginning with tuition and fees
   1-18  collected for the fall semester of 1993.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
