                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the powers and duties of the Automobile Theft
    1-3  Prevention Authority.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 11(c), Article 4413(37), Revised
    1-6  Statutes, is amended to read as follows:
    1-7        (c)  Not later than August 1, 1997 <October 1, 1995>, the
    1-8  authority shall determine the automobile theft rate as of July 1,
    1-9  1997 <September 1, 1995>, and shall report the rate to the
   1-10  lieutenant governor and the speaker of the house of
   1-11  representatives.  If the rate is larger than the rate established
   1-12  by the authority under Subsection (b) of this section, the
   1-13  authority is abolished and contracts entered into by the authority
   1-14  terminate effective August 31, 1997 <November 30, 1995>.
   1-15        SECTION 2.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended,
   1-20  and that this Act take effect and be in force from and after its
   1-21  passage, and it is so enacted.
