                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requiring a report from the General Services Commission
    1-3  about certain purchasing contracts awarded to nonresident bidders.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 2.08, State Purchasing and General
    1-6  Services Act (Article 601b, Vernon's Texas Civil Statutes), is
    1-7  amended by adding Subsection (c) to read as follows:
    1-8        (c)  During January and July of each year, the commission
    1-9  shall file with the presiding officer of each house of the
   1-10  legislature a report that identifies each nonresident bidder to
   1-11  whom the commission awarded a contract with a value of $25,000 or
   1-12  more for the purchase of supplies, materials, services, or
   1-13  equipment during the six calendar months preceding the month in
   1-14  which the report is filed.  The report must explain why each
   1-15  contract was awarded to a nonresident bidder instead of to a
   1-16  resident bidder.  In this subsection, "nonresident bidder" means a
   1-17  bidder who does not maintain a permanently staffed full-time office
   1-18  in this state.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
