   1-21                         A BILL TO BE ENTITLED
   1-22                                AN ACT
   1-23  relating to the dissolution of inactive water districts.
   1-24        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-25        SECTION 1.  LEGISLATIVE FINDINGS.  The legislature finds that
   1-26  the water districts named in Sections 2 and 3 of this Act, created
   1-27  both by special act of the legislature and by general law, have
   1-28  been inactive for five consecutive years, are no longer performing
   1-29  any of the functions for which they were created, have no
   1-30  outstanding bonded or other indebtedness, and should be dissolved.
   1-31        SECTION 2.  DISSOLUTION OF SPECIAL LAW DISTRICTS.  The
   1-32  following districts created by special act of the legislature are
   1-33  dissolved:
   1-34              (1)  San Simon Municipal Utility District, created by
   1-35  Chapter 540, Acts of the 63rd Legislature, Regular Session, 1973;
   1-36              (2)  St. Paul Water Improvement, Road, and Utility
   1-37  District No. 1, created by Chapter 422, Acts of the 70th
   1-38  Legislature, Regular Session, 1987;
   1-39              (3)  Two Mile Creek Conservation and Reclamation
   1-40  District of Calhoun County, created by Chapter 510, Acts of the
   1-41  54th Legislature, Regular Session, 1955; and
   1-42              (4)  Williamson County Water, Sewer, Irrigation, and
   1-43  Drainage District  No. 1, created by Chapter 618, Acts of the 70th
   1-44  Legislature, Regular Session, 1987.
   1-45        SECTION 3.  DISSOLUTION OF GENERAL LAW DISTRICTS.  The
   1-46  following districts created under general law are dissolved:
   1-47              (1)  Bastrop County Municipal Utility District No. 1,
   1-48  created by an order of the Texas Water Commission, dated July 13,
   1-49  1988;
   1-50              (2)  Chicota Water Control and Improvement District of
   1-51  Lamar County, created by an order of the Commissioners Court of
   1-52  Lamar County, dated March 22, 1963;
   1-53              (3)  Dickens County Water Control and Improvement
   1-54  District No. 2, created by an order of the Commissioners Court of
   1-55  Dickens County, dated December 10, 1973;
   1-56              (4)  Fort Bend County Levee Improvement District No. 3,
   1-57  created by an order of the Commissioners Court of Fort Bend County,
   1-58  dated January 27, 1975;
   1-59              (5)  Hopkins County Levee Improvement District No. 1,
   1-60  created by an order of the Commissioners Court of Hopkins County,
   1-61  dated September 7, 1918;
   1-62              (6)  Kaufman County Levee Improvement District No. 13,
   1-63  created by an order of the Commissioners Court of Kaufman County,
   1-64  dated June 8, 1925;
   1-65              (7)  Kent Creek Water Control and Improvement District
   1-66  No. 1, created by an order of the Commissioners Court of Briscoe
   1-67  County, dated May 12, 1958;
   1-68              (8)  La Gloria Water Control and Improvement District,
    2-1  created by an order of the Commissioners Court of Cameron County,
    2-2  dated May 12, 1986;
    2-3              (9)  Lake Village Utility District, created by an order
    2-4  of the Texas Water Commission, dated September 12, 1973;
    2-5              (10)  Lamar County Levee Improvement District No. 3,
    2-6  created by an order of the Commissioners Court of Lamar County,
    2-7  dated April 10, 1928;
    2-8              (11)  Liberty County Water Control and Improvement
    2-9  District No. 8, created by an order of the Commissioners Court of
   2-10  Liberty County, dated July 14, 1975;
   2-11              (12)  Lost Valley Ranch Municipal Utility District,
   2-12  created by an order of the Texas Water Commission, dated August 30,
   2-13  1973;
   2-14              (13)  Montgomery County Municipal Utility District No.
   2-15  14, created by an order of the Texas Water Commission, dated March
   2-16  21, 1973;
   2-17              (14)  Navarro County Levee Improvement District No. 1,
   2-18  created by an order of the Commissioners Court of Navarro County,
   2-19  dated October 9, 1917;
   2-20              (15)  Navarro County Levee Improvement District No. 8,
   2-21  created by an order of the Commissioners Court of Navarro County,
   2-22  dated August 11, 1919;
   2-23              (16)  North Bosque Water Control and Improvement
   2-24  District, created by an order of the Texas Water Commission, dated
   2-25  September 10, 1956;
   2-26              (17)  Pecan Park Municipal Utility District, created by
   2-27  an order of the Texas Water Commission, dated March 9, 1982;
   2-28              (18)  Upper Sabine River Watershed, created by an order
   2-29  of the Commissioners Court of Hunt County, dated October 17, 1956;
   2-30  and
   2-31              (19)  Victoria County Drainage District No. 1, created
   2-32  by an order of the Commissioners Court of Victoria County, dated
   2-33  February 18, 1913.
   2-34        SECTION 4.  ASSETS.  All assets of the districts dissolved by
   2-35  this Act shall escheat to the state, and the state treasurer shall
   2-36  dispose of the assets in the manner provided by Chapter 72,
   2-37  Property Code.
   2-38        SECTION 5.  EMERGENCY.  The importance of this legislation
   2-39  and the crowded condition of the calendars in both houses create an
   2-40  emergency and an imperative public necessity that the
   2-41  constitutional rule requiring bills to be read on three several
   2-42  days in each house be suspended, and this rule is hereby suspended,
   2-43  and that this Act take effect and be in force from and after its
   2-44  passage, and it is so enacted.
