                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to designation of a portion of Farm-to-Market Road 1765 in
    1-3  Galveston County as the Martin Luther King, Jr., Memorial Highway.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Farm-to-Market Road 1765 in Galveston County from
    1-6  Interstate Highway 45 to State Highway 146 is designated as the
    1-7  Martin Luther King, Jr., Memorial Highway.
    1-8        SECTION 2.  (a)  The Texas Department of Transportation shall
    1-9  design and construct memorial markers to be placed along
   1-10  Farm-to-Market Road 1765 indicating its designation as the Martin
   1-11  Luther King, Jr., Memorial Highway.
   1-12        (b)  The markers shall include the highway number and any
   1-13  other  information  that  the department determines is appropriate.
   1-14        (c)  Markers shall be erected at each end of the highway and
   1-15  at intermediate sites that the department determines are
   1-16  appropriate.
   1-17        (d)  The department is responsible for repair and replacement
   1-18  of the markers and for maintenance of the grounds surrounding each
   1-19  marker.
   1-20        (e)  The department may accept grants and donations from
   1-21  individuals and other entities to assist in financing the
   1-22  construction and maintenance of the markers.
   1-23        SECTION 3.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended,
    2-4  and that this Act take effect and be in force from and after its
    2-5  passage, and it is so enacted.
