   1-15                         A BILL TO BE ENTITLED
   1-16                                AN ACT
   1-17  relating to the consolidation of county election precincts in a
   1-18  special election.
   1-19        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-20        SECTION 1.  Section 42.008(a), Election Code, is amended to
   1-21  read as follows:
   1-22        (a)  In a special election for which use of county election
   1-23  precincts is required, the commissioners court may consolidate, on
   1-24  the recommendation of the county election board, two or more county
   1-25  election precincts into a single precinct if<:>
   1-26              <(1)>  the polling place is located so it will
   1-27  adequately serve the voters of the consolidated precinct<; and>
   1-28              <(2)  no office or measure is to be voted on in the
   1-29  consolidated precinct only by the voters of the county or of an
   1-30  area situated wholly within the county>.
   1-31        SECTION 2.  This Act takes effect September 1, 1993.
   1-32        SECTION 3.  The importance of this legislation and the
   1-33  crowded condition of the calendars in both houses create an
   1-34  emergency and an imperative public necessity that the
   1-35  constitutional rule requiring bills to be read on three several
   1-36  days in each house be suspended, and this rule is hereby suspended.
