   1-23                         A BILL TO BE ENTITLED
   1-24                                AN ACT
   1-25  relating to the Law Enforcement Management Institute.
   1-26        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-27        SECTION 1.  The heading to Subchapter E, Chapter 415,
   1-28  Government Code, is amended to read as follows:
   1-29             SUBCHAPTER E.  BILL BLACKWOOD LAW ENFORCEMENT
   1-30                     MANAGEMENT INSTITUTE OF TEXAS
   1-31        SECTION 2.  Section 415.092, Government Code, is amended to
   1-32  read as follows:
   1-33        Sec. 415.092.  Institute.  The Bill Blackwood Law Enforcement
   1-34  Management Institute of Texas is  created for the training of
   1-35  police management personnel.  The institute may be located on the
   1-36  campus of a state institution of higher education.
   1-37        SECTION 3.  Section 415.098(d), Government Code, is amended
   1-38  to read as follows:
   1-39        (d)  The board shall establish reasonable charges for
   1-40  participation in institute training programs by participants who
   1-41  are not residents of this state.  The participation costs of
   1-42  participants who are residents, including tuition, books, room,
   1-43  board, and travel costs, shall be paid from the  Bill Blackwood Law
   1-44  Enforcement Management Institute of Texas fund.
   1-45        SECTION 4.  Section 415.099, Government Code, is amended to
   1-46  read as follows:
   1-47        Sec. 415.099.  Fund.  The Bill Blackwood Law Enforcement
   1-48  Management Institute of Texas fund is in the state treasury.  The
   1-49  commission shall use the fund in administering the institute.
   1-50        SECTION 5.  Section 415.001(3), Government Code, is amended
   1-51  to read as follows:
   1-52              (3)  "Institute" means the Bill Blackwood Law
   1-53  Enforcement Management Institute of Texas.
   1-54        SECTION 6.  Section 415.082(a), Government Code, is amended
   1-55  to read as follows:
   1-56        (a)  A person convicted of a criminal offense shall pay as
   1-57  court costs $1.50 in addition to other taxable court costs.  These
   1-58  additional court costs shall be collected in the same manner that
   1-59  other fines or court costs in the case are collected.  Subject to
   1-60  amounts retained under Section 415.083(d), $1 of those costs shall
   1-61  be deposited in the state treasury to the credit of the law
   1-62  enforcement officer standards and education fund, and 50 cents
   1-63  shall be deposited in the state treasury to the credit of the Bill
   1-64  Blackwood Law Enforcement Management Institute of Texas fund.
   1-65        SECTION 7.  This Act takes effect September 1, 1993.
   1-66        SECTION 8.  The importance of this legislation and the
   1-67  crowded condition of the calendars in both houses create an
   1-68  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
