                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to application to the Texas Water Commission for a waste
    1-3  discharge permit.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 26.027(b), Water Code (effective until
    1-6  delegation of NPDES permit authority), is amended to read as
    1-7  follows:
    1-8        (b)  A person desiring to obtain a permit or to amend a
    1-9  permit shall submit an application to the commission containing all
   1-10  information reasonably required by the commission.  The commission
   1-11  shall, at minimum, require an applicant who is an individual to
   1-12  provide:
   1-13              (1)  the individual's full legal name and date of
   1-14  birth;
   1-15              (2)  the street address of the individual's place of
   1-16  residence;
   1-17              (3)  the identifying number from the individual's
   1-18  driver's license or personal identification certificate issued by
   1-19  the state or country in which the individual resides;
   1-20              (4)  the individual's sex; and
   1-21              (5)  any assumed business or professional name of the
   1-22  individual filed under Chapter 36, Business & Commerce Code.
   1-23        SECTION 2.  Section 26.027(b), Water Code (effective on

   2-17        SECTION 3.  The changes in law made by this Act apply only to
   2-18  an application submitted on or after the effective date of this
   2-19  Act.
   2-20        SECTION 4.  This Act takes effect September 1, 1993.
   2-21        SECTION 5.  The importance of this legislation and the
   2-22  crowded condition of the calendars in both houses create an
   2-23  emergency   and   an   imperative   public   necessity   that   the
   2-24  constitutional rule requiring bills to be read on three several
   2-25  days in each house be suspended, and this rule is hereby suspended.
