A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to application to the Texas Water Commission for a waste
1-3 discharge permit.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 26.027(b), Water Code (effective until
1-6 delegation of NPDES permit authority), is amended to read as
1-7 follows:
1-8 (b) A person desiring to obtain a permit or to amend a
1-9 permit shall submit an application to the commission containing all
1-10 information reasonably required by the commission. The commission
1-11 shall require an applicant who is an individual to provide:
1-12 (1) the individual's full legal name and date of
1-13 birth;
1-14 (2) the street address of the individual's place of
1-15 residence;
1-16 (3) the identifying number from the individual's
1-17 driver's license or personal identification certificate issued by
1-18 the state or country in which the individual resides;
1-19 (4) the individual's sex; and
1-20 (5) any assumed business or professional name of the
1-21 individual filed under Chapter 36, Business & Commerce Code.

2-15 SECTION 3. The changes in law made by this Act apply only to
2-16 an application submitted on or after the effective date of this
2-17 Act.
2-18 SECTION 4. This Act takes effect September 1, 1993.
2-19 SECTION 5. The importance of this legislation and the
2-20 crowded condition of the calendars in both houses create an
2-21 emergency and an imperative public necessity that the
2-22 constitutional rule requiring bills to be read on three several
2-23 days in each house be suspended, and this rule is hereby suspended.
