                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to authorizing the issuance of revenue bonds for Angelo
    1-3  State University.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 55, Education Code, is
    1-6  amended by adding Section 55.1713 to read as follows:
    1-7        Sec. 55.1713.  ANGELO STATE UNIVERSITY.  (a)  The board of
    1-8  regents of the Texas State University System may acquire,
    1-9  construct, improve, equip, and operate buildings, facilities, and
   1-10  equipment at Angelo State University.
   1-11        (b)  The board may finance those items listed under
   1-12  Subsection (a) of this section through the issuance of bonds under
   1-13  this subchapter.  The board may pledge irrevocably to the payment
   1-14  of those bonds all or any part of the aggregate amount of student
   1-15  tuition charges required or authorized by law to be imposed on
   1-16  students enrolled at Angelo State University.  The amount of a
   1-17  pledge made under this subsection may not be reduced or abrogated
   1-18  while the bonds for which the pledge is made, or bonds issued to
   1-19  refund those bonds, are outstanding.
   1-20        (c)  Bonds issued under this section may not be issued in an
   1-21  aggregate principal amount exceeding $16 million.
   1-22        SECTION 2.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
