                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to records of the crime stoppers advisory council or a
    1-3  local crime stoppers program.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subsection (b), Section 414.008, Government Code,
    1-6  is amended to read as follows:
    1-7        (b)  Records of the council or a local crime stoppers program
    1-8  concerning a report of criminal activity may not be compelled to be
    1-9  produced before a court or other tribunal, except on motion by
   1-10  either party to a case, the judge of the court with jurisdiction in
   1-11  the case shall subpoena the records, examine the records in camera,
   1-12  and release to the parties any exculpatory information therein <on
   1-13  the order of the supreme court>.
   1-14        SECTION 2.  This Act takes effect September 1, 1993.
   1-15        SECTION 3.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and that this Act take effect and
   1-20  be in force from and after its passage, and it is so enacted.
