    1-1                                AN ACT
    1-2  relating to the juvenile boards of Cochran and Hockley counties.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Sections 152.0461 and 152.1161, Human Resources
    1-5  Code, are amended to read as follows:
    1-6        Sec. 152.0461.  Cochran County.  (a)  The Cochran County
    1-7  Juvenile Board is composed of the county judge, the district judge
    1-8  <judges> in Cochran County, and the judge of any statutory court
    1-9  designated as a juvenile court in the county.  The chairman shall
   1-10  <juvenile court judge may> appoint five public members to serve on
   1-11  the board for a period determined by the board <juvenile court
   1-12  judge>.
   1-13        (b)  The county judge is the chairman of the juvenile board.
   1-14  The district judge is the vice-chairman and acts as chairman if:
   1-15              (1)  the chairman is absent or disabled; or
   1-16              (2)  the office of county judge is vacant <juvenile
   1-17  board shall elect one of its members as chairman at the beginning
   1-18  of each year>.
   1-19        (c)  The juvenile board shall hold regular meetings at least
   1-20  annually on dates set by the board and shall hold special meetings
   1-21  at the call of the chairman.
   1-22        (d)  The commissioners court shall pay the judges on the
   1-23  juvenile board an annual salary set by the commissioners court <at
   1-24  not more than $600>, payable in equal monthly installments from the
    2-1  general fund or any other available fund of the county.  Public
    2-2  members serve without compensation.
    2-3        <(d)  The chief juvenile probation officer may set the
    2-4  salaries and allowances of juvenile probation personnel with the
    2-5  approval of the board.>
    2-6        (e)  The commissioners court may reimburse a juvenile board
    2-7  member for the member's reasonable and necessary job-related
    2-8  expenses.  Reimbursable expenses include travel, lodging, training,
    2-9  and educational activities.
   2-10        (f)  The juvenile board shall pay the salaries of juvenile
   2-11  probation personnel and other expenses the chairman certifies as
   2-12  essential to provide services to the children of Cochran County
   2-13  from the juvenile board fund to the extent of the state aid
   2-14  received in the fund.  The salaries approved by the commissioners
   2-15  court may be paid from funds received for that purpose from the
   2-16  Texas Juvenile Probation Commission.  The commissioners court shall
   2-17  pay the remaining approved salaries of juvenile probation personnel
   2-18  and other expenses certified as necessary by the juvenile board
   2-19  chairman from the general funds of the county.
   2-20        (g)  The chairman of the juvenile board shall certify to the
   2-21  commissioners court an annual request for the expenditure of county
   2-22  funds.  The commissioners court shall act on the request in the
   2-23  same manner as it acts on a request from another county office.
   2-24        (h)  The county auditor shall serve as the board's fiscal
   2-25  officer.
   2-26        (i)  Sections 152.0002, 152.0004, 152.0005, 152.0006, and
   2-27  152.0008 do <Section 152.0005(b) does> not apply to the juvenile
    3-1  board of Cochran County.
    3-2        Sec. 152.1161.  Hockley County.  (a)  The Hockley County
    3-3  Juvenile Board is composed of the county judge, the district judge
    3-4  <judges> in Hockley County, <and> the judge of any statutory court
    3-5  designated as a juvenile court in the county, and the juvenile
    3-6  court referee, if any.  Subject to approval by the commissioners
    3-7  court, the chairman shall <juvenile court judge may> appoint five
    3-8  public members to serve on the board for a period of <determined by
    3-9  the juvenile court judge, but not to exceed> two years.  A public
   3-10  member may be reappointed to the board.
   3-11        (b)  The county judge is the chairman of the juvenile board.
   3-12  The district judge is the vice-chairman and acts as chairman if:
   3-13              (1)  the chairman is absent or disabled; or
   3-14              (2)  the office of county judge is vacant <juvenile
   3-15  board shall elect one of its members as chairman at the beginning
   3-16  of each year>.

   3-19  call of the chairman.  All meetings shall be held at a site in
   3-20  Hockley County.
   3-21        (d)  The commissioners court shall pay the judges on the

   3-23  not more than $600, payable in equal monthly installments from the
   3-24  general fund or any other available fund of the county.  Public
   3-25  members serve without compensation.
   3-26        <(d)  Each June, the juvenile board shall recommend to the
   3-27  commissioners court the proposed salaries of the probation officers
    4-1  and other juvenile probation personnel.  The commissioners court
    4-2  may approve or reject each salary.>
    4-3        (e)  The commissioners court may reimburse a juvenile board
    4-4  member for the member's reasonable and necessary job-related
    4-5  expenses.  Reimbursable expenses include travel, lodging, training,
    4-6  and educational activities.
    4-7        (f)  The juvenile board shall pay the salaries of juvenile
    4-8  probation personnel and other expenses the chairman certifies as

   4-10  from the juvenile board fund to the extent of the state aid
   4-11  received in the fund.  The salaries approved by the commissioners

   4-14  pay the remaining approved salaries of juvenile probation personnel

   4-23        (i) <(f)>  Sections 152.0002, 152.0004, 152.0005
   4-24  <152.0005(b)>, 152.0006, and 152.0008 do not apply to the juvenile
   4-25  board of Hockley County.
   4-26        SECTION 2.  This Act takes effect September 1, 1993.
   4-27        SECTION 3.  The importance of this legislation and the
    5-1  crowded condition of the calendars in both houses create an
    5-2  emergency   and   an   imperative   public   necessity   that   the
    5-3  constitutional rule requiring bills to be read on three several
    5-4  days in each house be suspended, and this rule is hereby suspended.
