                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to validation of the creation of the Uvalde County
    1-3  Underground Water Conservation District and actions of the
    1-4  district.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  DEFINITION.  In this Act, "district" means the
    1-7  Uvalde County Underground Water Conservation District.
    1-8        SECTION 2.  VALIDATION.  The creation of the district and all
    1-9  resolutions, orders, and other acts or attempted acts of the board
   1-10  of directors of the district are validated in all respects.  The
   1-11  creation of the district and all resolutions, orders, and other
   1-12  acts or attempted acts of the board of directors of the district
   1-13  are valid as though they originally had been legally authorized or
   1-14  accomplished.
   1-15        SECTION 3.  PENDING LITIGATION.  This Act does not apply to
   1-16  or affect litigation pending on the effective date of this Act in
   1-17  any court of competent jurisdiction in this state to which the
   1-18  district is a party.
   1-19        SECTION 4.  EMERGENCY.  The importance of this legislation
   1-20  and the crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
