1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 146 and 147, Article II, Chapter 2, Acts
1-6 of the 72nd Legislature, 3rd Called Session, 1992, are revised to
1-7 read as follows:
1-8 Sec. 146. District 146 is composed of Harris County tracts

6-2 SECTION 2. Section 1, Article III, Chapter 2, Acts of the
6-3 72nd Legislature, 3rd Called Session, 1992, is amended by adding
6-4 Subsection (d) to read as follows:
6-5 (d) In this Act, "block group" means all the blocks in a
6-6 tract or BNA that have the same first digit, according to the
6-7 Redistricting Map Data Base for the State of Texas described by
6-8 Subsection (a) of this section. A block group is designated by the
6-9 common first digit of all the blocks in the block group. For
6-10 example, blocks numbered 301, 342A, 342B, and 399Z located in a
6-11 single tract would all belong to the block group 3 for that tract,
6-12 and all the blocks in that tract beginning with a 3 would
6-13 constitute block group 3.
6-14 SECTION 3. (a) The districts of the Texas House of
6-15 Representatives established by Chapter 2, Acts of the 72nd
6-16 Legislature, 3rd Called Session, 1992, are modified as follows:
6-17 (1) block 103 of Harris County tract 022302 is
6-18 transferred from District 142 to District 140;
6-19 (2) block 304 of Dallas County tract 009606 is
6-20 transferred from District 114 to District 103; and
6-21 (3) blocks 613 and 614 of Bexar County tract 120285
6-22 are transferred from District 120 to District 115.
6-23 (b) In this section, "block" and "tract" have the meanings
6-24 assigned by Section 1, Article III, Chapter 2, Acts of the 72nd
6-25 Legislature, 3rd Called Session, 1992.
6-26 SECTION 4. The change in house districts made by this Act
6-27 does not affect the members or districts of the Texas House of
7-1 Representatives of the 73rd Legislature.
7-2 SECTION 5. The importance of this legislation and the
7-3 crowded condition of the calendars in both houses create an
7-4 emergency and an imperative public necessity that the
7-5 constitutional rule requiring bills to be read on three several
7-6 days in each house be suspended, and this rule is hereby suspended,
7-7 and that this Act take effect and be in force from and after its
7-8 passage, and it is so enacted.
