                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the composition of certain State Board of Education
    1-3  districts.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  (a)  The districts used to elect the members of
    1-6  the State Board of Education and established by Section 11.2101,
    1-7  Education Code, are modified as follows:
    1-8              (1)  block 501 of Harris County tract 053002 is
    1-9  transferred from District 4 to District 6;
   1-10              (2)  blocks 513 and 514 of Dallas County tract 009606
   1-11  are transferred from District 13 to District 12; and
   1-12              (3)  block 205 of Bexar County tract 181708 is
   1-13  transferred from District 3 to District 5.
   1-14        (b)  In this section, "block" and "tract" have the meanings
   1-15  assigned by Sections 11.2101(q) and (r), Education Code.
   1-16        SECTION 2.  The changes made to the districts of the State
   1-17  Board of Education by this Act take effect beginning with the next
   1-18  general election held in each district changed by this Act that
   1-19  occurs after the effective date of this Act.  This Act does not
   1-20  affect the term of any member of the board serving on the effective
   1-21  date of this Act, and the staggered terms established after the
   1-22  election of the members of the board pursuant to the 1991
   1-23  reapportionment of the board continue in effect notwithstanding
   1-24  this Act.
    2-1        SECTION 3.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
