                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to selection of substitute teachers to teach in public
    1-3  schools.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter Z, Chapter 13, Education Code, is
    1-6  amended by adding Section 13.914 to read as follows:
    1-7        Sec. 13.914.  SELECTION OF SUBSTITUTE TEACHERS.  (a)  In
    1-8  selecting from among applicants to be placed on a school district's
    1-9  list of substitute teachers, a school district shall give
   1-10  preference to an individual who has completed 60 or more hours of
   1-11  higher education course work.
   1-12        (b)  A school district must offer or attempt to offer the
   1-13  opportunity to serve as a substitute teacher to each person on its
   1-14  list of substitute teachers who has completed 60 or more hours of
   1-15  higher education course work before the district may offer or
   1-16  attempt to offer the opportunity to an individual who has completed
   1-17  fewer than 60 hours of higher education course work.
   1-18        SECTION 2.  This Act applies beginning with the 1993-1994
   1-19  school year.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
