                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to a requirement that school districts open school
    1-3  buildings after school hours for recreational purposes and
    1-4  tutoring.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Subchapter M, Chapter 21, Education Code, is
    1-7  amended by adding Section 21.491 to read as follows:
    1-8        Sec. 21.491.  ACCESS TO SCHOOL BUILDINGS.  The board of
    1-9  trustees of a school district shall adopt rules to keep school
   1-10  buildings in the district open to the public for recreational
   1-11  activities and tutoring after school hours.  In addition, the
   1-12  library in each school shall be open to the public after school
   1-13  hours.  A school building and a school library must be open for a
   1-14  minimum of two hours each evening and five hours a day on weekends.
   1-15  A school district shall provide supervision of the use of the
   1-16  school building through volunteers approved by the district.
   1-17        SECTION 2.  This Act applies beginning with the 1993-1994
   1-18  school year.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
