                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to allowing a limited partnership to operate as a common
    1-3  carrier for the transportation by pipeline of certain materials.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 1.09,  Texas Revised Limited Partnership
    1-6  Act (Article 6132a-1, Vernon's Texas Civil Statutes), is amended by
    1-7  adding Subsection (c) to read as follows:
    1-8        (c)  A limited partnership engaged as a common carrier in the
    1-9  pipeline business for transporting oil, oil products, gas, carbon
   1-10  dioxide, salt brine, fuller's earth, sand, clay, liquified
   1-11  minerals, or other mineral solutions has all of the rights and
   1-12  powers conferred by Sections 111.019 through 111.022, Natural
   1-13  Resources Code.  A limited partnership that is a common carrier as
   1-14  defined in Section 111.002, Natural Resources Code, has in addition
   1-15  all of the obligations conferred by Sections 111.001 through
   1-16  111.025 of that Code.
   1-17        SECTION 2.  This Act takes effect September 1, 1993.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
