                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requirements for instruments that relate to real
    1-3  property and that are recorded in Collin County.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 11, Property Code, is amended by adding
    1-6  Section 11.008 to read as follows:
    1-7        Sec. 11.008.  PROPERTY DESCRIPTION AND FORMAT REQUIREMENTS
    1-8  FOR INSTRUMENTS RECORDED IN COLLIN COUNTY.  An instrument executed
    1-9  after December 31, 1993, conveying an interest in real property may
   1-10  not be recorded in the official public records of Collin County
   1-11  unless:
   1-12              (1)  the instrument has:
   1-13                    (A)  a description of the real property located
   1-14  in Collin County by metes and bounds or by subdivision lot and
   1-15  block; and
   1-16                    (B)  a blank margin at the top of its first page
   1-17  of at least three inches and a blank margin at the bottom of its
   1-18  last page of at least six inches; or
   1-19              (2)  a penalty filing fee in the amount of $25 is paid.
   1-20        SECTION 2.  This Act takes effect September 1, 1993.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency   and   an   imperative   public   necessity   that   the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended.
