1-19 A BILL TO BE ENTITLED
1-20 AN ACT
1-21 relating to the definition of a "benefit year" under the Texas
1-22 Unemployment Compensation Act.
1-23 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-24 SECTION 1. Section 19(b)(4), Texas Unemployment Compensation
1-25 Act (Article 5221b-17, Vernon's Texas Civil Statutes), is amended
1-26 to read as follows:
1-27 (4) "Benefit year," with respect to any individual
1-28 means the period of fifty-two (52) consecutive calendar weeks
1-29 beginning with the effective date of <day with respect to which>
1-30 his first valid initial claim <is filed> and, thereafter, the
1-31 period of fifty-two (52) consecutive calendar weeks beginning with
1-32 the effective date of <day with respect to which> his next valid
1-33 initial claim <is filed> after the termination of his last
1-34 preceding benefit year.
1-35 SECTION 2. This Act takes effect September 1, 1993, and
1-36 applies only to an initial claim for unemployment compensation
1-37 benefits that is filed with the Texas Employment Commission on or
1-38 after that date. An initial claim filed before that date is
1-39 governed by the law in effect on the date that the claim was filed,
1-40 and the former law is continued in effect for that purpose.
1-41 SECTION 3. The importance of this legislation and the
1-42 crowded condition of the calendars in both houses create an
1-43 emergency and an imperative public necessity that the
1-44 constitutional rule requiring bills to be read on three several
1-45 days in each house be suspended, and this rule is hereby suspended.
