                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the requirements for highway construction in an urban
    1-3  district.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  The Texas Department of Transportation shall
    1-6  construct, for a project in an urban district, as defined by
    1-7  Section 166, Uniform Act Regulating Traffic on Highways (Article
    1-8  6701d, Vernon's Texas Civil Statutes), including subsequent
    1-9  amendments to that definition, that involves the construction or
   1-10  improvement of a limited access highway of four or more lanes in
   1-11  the state highway system, one or more sound attenuation walls at
   1-12  locations where the projected level of noise from traffic on the
   1-13  completed project exceeds 68 decibels at a distance of 25 feet from
   1-14  the highway.
   1-15        SECTION 2.  This Act takes effect September 1, 1993, and
   1-16  applies only to a highway construction project described in Section
   1-17  1 of this Act that has not been completed on that date.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
