                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the age of a child required to attend public schools.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 21.032(a), Education Code, is amended to
    1-5  read as follows:
    1-6        (a)  Unless specifically exempted by Section 21.033 of this
    1-7  code or under other laws or unless a child is at least 18 <17>
    1-8  years of age or <and> has been issued a high school diploma or a
    1-9  high school equivalency certificate, every child in the state who
   1-10  is as much as six years of age, or who is less than seven years of
   1-11  age and has previously been enrolled in first grade, and who has
   1-12  not completed the academic year in which the child's 18th <his
   1-13  17th> birthday occurred shall be required to attend the public
   1-14  schools in the district of the child's <his> residence or in some
   1-15  other district to which the child <he> may be transferred as
   1-16  provided or authorized by law a minimum of 170 days of the regular
   1-17  school term of the district in which the child resides or to which
   1-18  the child <he> has been transferred.
   1-19        SECTION 2.  This Act applies beginning with the 1993-1994
   1-20  school year.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended,
    2-2  and that this Act take effect and be in force from and after its
    2-3  passage, and it is so enacted.
