                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the election of certain county court judges.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Subchapter A, Chapter 25, Government Code, is
    1-5  amended by adding Section 25.0013 to read as follows:
    1-6        Sec. 25.0013.  RESIDENCY REQUIREMENT OF JUDGES.  A statutory
    1-7  county court judge elected by place from an area that is less than
    1-8  the entire county may, but need not, be a resident of the area from
    1-9  which elected.
   1-10        SECTION 2.  Section 25.0171, Government Code, is amended by
   1-11  adding Subsection (d) to read as follows:
   1-12        (d)  The statutory county court judges shall be elected as
   1-13  follows:
   1-14              (1)  the judge of County Court at Law No. 2 of Bexar
   1-15  County, Texas, shall be elected by voters residing in state
   1-16  representative district ______;
   1-17              (2)  the judge of County Court at Law No. 3 of Bexar
   1-18  County, Texas, shall be elected by voters residing in state
   1-19  representative district ______;
   1-20              (3)  the judge of County Court at Law No. 4 of Bexar
   1-21  County, Texas, shall be elected by voters residing in state
   1-22  representative district ______;
   1-23              (4)  the judge of County Court at Law No. 5 of Bexar
   1-24  County, Texas, shall be elected by voters residing in state
    2-1  representative district ______;
    2-2              (5)  the judge of County Court at Law No. 6 of Bexar
    2-3  County, Texas, shall be elected by voters residing in state
    2-4  representative district ______;
    2-5              (6)  the judge of County Court at Law No. 7 of Bexar
    2-6  County, Texas, shall be elected by voters residing in state
    2-7  representative district ______;
    2-8              (7)  the judge of County Court at Law No. 8 of Bexar
    2-9  County, Texas, shall be elected by voters residing in state
   2-10  representative district ______; and
   2-11              (8)  the judge of County Court at Law No. 9 of Bexar
   2-12  County, Texas, shall be elected by voters residing in state
   2-13  representative district ______.
   2-14        SECTION 3.  Section 25.0591, Government Code, is amended by
   2-15  adding Subsection (e) to read as follows:
   2-16        (e)  The statutory county court judges shall be elected as
   2-17  follows:
   2-18              (1)  the judge of County Court of Dallas County at Law
   2-19  No. 1 shall be elected by voters residing in state representative
   2-20  district ______;
   2-21              (2)  the judge of County Court of Dallas County at Law
   2-22  No. 2 shall be elected by voters residing in state representative
   2-23  district ______;
   2-24              (3)  the judge of County Court of Dallas County at Law
   2-25  Number 3 shall be elected by voters residing in state
   2-26  representative district ______;
   2-27              (4)  the judge of County Court of Dallas County at Law
    3-1  Number 4 shall be elected by voters residing in state
    3-2  representative district ______;
    3-3              (5)  the judge of County Court of Dallas County at Law
    3-4  No. 5 shall be elected by voters residing in state representative
    3-5  district ______;
    3-6              (6)  the judge of County Criminal Court of Dallas
    3-7  County, Texas, shall be elected by the voters residing in state
    3-8  representative district ______;
    3-9              (7)  the judge of County Criminal Court No. 2 of Dallas
   3-10  County, Texas, shall be elected by the voters residing in state
   3-11  representative district ______;
   3-12              (8)  the judge of County Criminal Court No. 3 of Dallas
   3-13  County, Texas, shall be elected by the voters residing in state

   4-15        SECTION 4.  Section 25.1031, Government Code, is amended by
   4-16  adding Subsection (d) to read as follows:
   4-17        (d)  The statutory county court judges shall be elected as

   4-20  Harris County, Texas, shall be elected by the voters residing in
   4-21  state representative district ______;

   6-19        SECTION 5.  Section 25.2221, Government Code, is amended by
   6-20  adding Subsection (d) to read as follows:
   6-21        (d)  The statutory county court judges shall be elected as
   6-22  follows:
   6-23              (1)  the judge of County Court at Law No. 1 of Tarrant
   6-24  County shall be elected by the voters residing in state
   6-25  representative district ______;
   6-26              (2)  the judge of County Court at Law No. 2 of Tarrant
   6-27  County shall be elected by the voters residing in state
    7-1  representative district ______;
    7-2              (3)  the judge of County Court at Law No. 3 of Tarrant
    7-3  County shall be elected by the voters residing in state
    7-4  representative district ______;
    7-5              (4)  the judge of County Criminal Court No. 1 of
    7-6  Tarrant County shall be elected by the voters residing in state
    7-7  representative district ______;
    7-8              (5)  the judge of County Criminal Court No. 2 of
    7-9  Tarrant County shall be elected by the voters residing in state
   7-10  representative district ______;
   7-11              (6)  the judge of County Criminal Court No. 3 of

    8-8        SECTION 6.  This Act takes effect September 1, 1993, and
    8-9  applies beginning with the primary and general elections in 1994
   8-10  for terms beginning on or after January 1, 1995.
   8-11        SECTION 7.  The importance of this legislation and the
   8-12  crowded condition of the calendars in both houses create an
   8-13  emergency and an imperative public necessity that the
   8-14  constitutional rule requiring bills to be read on three several
   8-15  days in each house be suspended, and this rule is hereby suspended.
