Subtitle B, Title 2, Health and Safety Code, is 1-23 amended by adding Chapter 45 to read as follows: 1-24 CHAPTER 45. DISTRIBUTION OF CHILD PASSENGER SAFETY SEAT SYSTEMS 1-25 Sec. 45.001. DEFINITION. In this chapter, "child passenger 1-26 safety seat system" has the meaning assigned by Section 107B, 1-27 Uniform Act Regulating Traffic on Highways (Article 6701d, Vernon's 1-28 Texas Civil Statutes). 1-29 Sec. 45.002. CHILD PASSENGER SAFETY SEAT SYSTEM PROGRAM. 1-30 (a) The department may establish a program to distribute child 1-31 passenger safety seat systems to indigent persons in this state. 1-32 (b) A program established under this section may distribute 1-33 new or used child passenger safety seat systems that have been 1-34 donated to the department for distribution. 1-35 Sec. 45.003. RULES. The board may adopt rules governing 1-36 eligibility for a child passenger safety seat system from the 1-37 program established under Section 45.002. 1-38 SECTION 2. The importance of this legislation and the 1-39 crowded condition of the calendars in both houses create an 1-40 emergency and an imperative public necessity that the 1-41 constitutional rule requiring bills to be read on three several 1-42 days in each house be suspended, and this rule is hereby suspended, 1-43 and that this Act take effect and be in force from and after its 1-44 passage, and it is so enacted. 1-45 * * * * * 1-46 Austin, 1-47 Texas 1-48 May 11, 1993 1-49 Hon.
