                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to required instruction of public school students in basic
    1-3  values of the United States.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 21.101, Education Code, is amended by
    1-6  adding Subsection (j) to read as follows:
    1-7        (j)  The State Board of Education shall designate instruction
    1-8  in basic values of the United States as an essential element of
    1-9  social studies.  The values studied shall include respect for
   1-10  oneself and other people, including family, cooperation with and
   1-11  respect for law enforcement officials, respect for authority, the
   1-12  work ethic, the dignity of all work, and respect for the property
   1-13  of others.
   1-14        SECTION 2.  Beginning with the 1994-1995 school year, each
   1-15  school district shall provide instruction in basic values of the
   1-16  United States, as provided by Section 21.101(j), Education Code, as
   1-17  added by this Act.
   1-18        SECTION 3.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
