                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to an emergency fund transfer and appropriation.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  (a)  On the effective date of this Act, the
    1-5  comptroller shall transfer the sum of $125.8 million from the
    1-6  general revenue fund to the economic stabilization fund.
    1-7        (b)  In addition to other amounts appropriated for the fiscal
    1-8  biennium ending August 31, 1995, for the period beginning August
    1-9  30, 1995, and ending August 31, 1995, the balance of the economic
   1-10  stabilization fund is appropriated to the comptroller for transfer
   1-11  to the general revenue fund for the purpose of repaying items of
   1-12  appropriation from that fund for payments to counties in the manner
   1-13  provided by Section 22.01(a)(1), Chapter 10, Acts of the 72nd
   1-14  Legislature, 2nd Called Session, 1991, and court-ordered payments
   1-15  to counties.
   1-16        SECTION 2.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
