                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the consent of a person seventeen years of age to
    1-3  donate blood or blood components.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  The Health and Safety Code, Title 2, Subtitle H,
    1-6  Chapter 162, is amended to add a new Section 162.013 and to
    1-7  renumber the remaining sections accordingly.  New Section 162.013
    1-8  reads as follows:
    1-9        162.013. Notwithstanding any other provision of law, a person
   1-10  who is at least 17 years of age may consent to the donation of his
   1-11  blood or blood components.
   1-12        SECTION 2.  This Act takes effect September 1, 1993.
   1-13        SECTION 3.  The importance of this legislation and the
   1-14  crowded conditions of the calendars in both houses create an
   1-15  emergency and an imperative public necessity that the
   1-16  constitutional rule requiring bills to be read on three separate
   1-17  days in each house be suspended, and this rule is hereby suspended.
