   1-21                         A BILL TO BE ENTITLED
   1-22                                AN ACT
   1-23  relating to the conveyance of certain state-owned real property by
   1-24  the Texas Employment Commission.
   1-25        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-26        SECTION 1.  CONVEYANCE OF PROPERTY.  (a)  The Texas
   1-27  Employment Commission may convey all or any portion of the interest
   1-28  of the state in the real property described by Section 2 of this
   1-29  Act, together with all improvements located on the property, for
   1-30  the consideration and under the terms it considers appropriate.
   1-31        (b)  A quorum of the Texas Employment Commission may execute
   1-32  and deliver a deed conveying the property.
   1-33        (c)  Competitive bidding is required for a conveyance under
   1-34  this Act.
   1-35        (d)  Section 31.158, Natural Resources Code, does not apply
   1-36  to the conveyance authorized by this Act.
   1-37        SECTION 2.  DESCRIPTION OF PROPERTY.  The real property
   1-38  authorized to be conveyed under Section 1 of this Act consists of
   1-39  the following described tract of land:
   1-40        All that certain property situated in Cameron County, Texas,
   1-41  described as follows, to-wit:  All of Lots Number Ten (10), Eleven
   1-42  (11), and Twelve (12), of Block Number Seventy-five (75), Original
   1-43  Townsite of the City of Harlingen, Cameron County, Texas, according
   1-44  to the map or plat thereof recorded in Volume 2, Page 14, Map and
   1-45  Plat Records of Cameron County, Texas.
   1-46        SECTION 3.  DISPOSITION OF PROCEEDS.  The proceeds from a
   1-47  conveyance under this Act shall be deposited in the unemployment
   1-48  compensation special administration fund to be used for the
   1-49  acquisition of other real property, for the construction or
   1-50  improvement of facilities of the Texas Employment Commission, or
   1-51  otherwise as the United States Department of Labor may direct.
   1-52        SECTION 4.  EMERGENCY.  The importance of this legislation
   1-53  and the crowded condition of the calendars in both houses create an
   1-54  emergency and an imperative public necessity that the
   1-55  constitutional rule requiring bills to be read on three several
   1-56  days in each house be suspended, and this rule is hereby suspended.
