                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the authority of the mayors of certain cities to call
    1-3  certain elections.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 62, Local Government Code,
    1-6  is amended by adding Section 62.005 to read as follows:
    1-7        Sec. 62.005.  AUTHORITY TO CALL SIMULTANEOUS CONFIRMATION
    1-8  ELECTION.  (a)  The mayor of any municipality who orders an
    1-9  election to abolish the municipality's corporate existence
   1-10  contingent upon the creation of a conservation and reclamation
   1-11  district under the authority of Article XVI, Section 59, of the
   1-12  Texas Constitution and to transfer the municipality's assets,
   1-13  obligations, and water and sewer system to that district may order
   1-14  an election to confirm the creation of the district to be held on
   1-15  the same day as the election to abolish the municipality.  The
   1-16  mayor may issue the order for the confirmation election at the same
   1-17  time or after he issues the order for the election to abolish the
   1-18  municipality.
   1-19        (b)  This section expires May 1, 1993.
   1-20        SECTION 2.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
