No. 1641 73R4132 KLL-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the issuance of and fees for heirloom birth 1-3 certificates. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter A, Chapter 192, Health and Safety 1-6 Code, is amended by adding Section 192.0021 to read as follows: 1-7 Sec. 192.0021. HEIRLOOM BIRTH CERTIFICATE. (a) The 1-8 department may design the form of an heirloom birth certificate and 1-9 may promote and sell copies of the certificate. An heirloom birth 1-10 certificate must contain the same information as, and have the same 1-11 effect of, a certified copy of another birth record. The 1-12 department shall prescribe a fee for the issuance of an heirloom 1-13 birth certificate in an amount that does not exceed $30. 1-14 (b) Proceeds from the sale of heirloom birth certificates 1-15 shall be deposited to the credit of the general revenue fund. An 1-16 amount not to exceed an amount equal to 12 percent of the proceeds 1-17 shall be appropriated to the department for administering this 1-18 section. 1-19 SECTION 2. The importance of this legislation and the 1-20 crowded condition of the calendars in both houses create an 1-21 emergency and an imperative public necessity that the 1-22 constitutional rule requiring bills to be read on three several 1-23 days in each house be suspended, and this rule is hereby suspended.
