Subchapter A, Chapter 192, Health and Safety 1-23 Code, is amended by adding Section 192.0021 to read as follows: 1-24 Sec. 192.0021. HEIRLOOM BIRTH CERTIFICATE. (a) The 1-25 department may design the form of an heirloom birth certificate and 1-26 may promote and sell copies of the certificate. An heirloom birth 1-27 certificate must contain the same information as, and have the same 1-28 effect of, a certified copy of another birth record. The 1-29 department shall prescribe a fee for the issuance of an heirloom 1-30 birth certificate in an amount that does not exceed $30. 1-31 (b) Proceeds from the sale of heirloom birth certificates 1-32 shall be deposited to the credit of the general revenue fund. An 1-33 amount not to exceed the costs of administering this section as 1-34 determined by the comptroller shall be appropriated to the 1-35 department for administering this section. 1-36 SECTION 2.
