                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requiring video surveillance equipment at certain
    1-3  retail establishments selling alcoholic beverages.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Chapter 104, Alcoholic Beverage Code, is amended
    1-6  by adding Section 104.05 to read as follows:
    1-7        Sec. 104.05.  SURVEILLANCE EQUIPMENT.  (a)  A person who is
    1-8  authorized to sell beer or wine at retail and whose retail
    1-9  establishment is open for business 24 hours a day one or more days
   1-10  a week must install video surveillance equipment at the retail
   1-11  establishment and operate the equipment on a continuous basis.
   1-12        (b)  The person must present evidence of compliance with this
   1-13  section to the satisfaction of the commission before a permit or
   1-14  license may be issued or renewed under this code.
   1-15        SECTION 2.  The change in law made by this Act applies only
   1-16  to a permit or license that is issued or renewed after the
   1-17  effective date of this Act.
   1-18        SECTION 3.  This Act takes effect January 1, 1994.
   1-19        SECTION 4.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
