Subchapter B, Chapter 23, Tax Code, is amended by 1-26 adding Section 23.14 to read as follows: 1-27 Sec. 23.14. APPRAISAL OF PROPERTY SUBJECT TO ENVIRONMENTAL 1-28 RESPONSE REQUIREMENT. (a) In this section, "environmental 1-29 response requirement" means remedial action by a property owner to 1-30 correct, mitigate, or prevent a present or future air, water, or 1-31 land pollution. 1-32 (b) In appraising real property that the chief appraiser 1-33 knows is subject to an environmental response requirement, the 1-34 present value of the estimated cost to the owner of the property of 1-35 the environmental response requirement is an appropriate element 1-36 that reduces market value and shall be taken into consideration by 1-37 the chief appraiser in determining the market value of the 1-38 property. 1-39 SECTION 2.
