                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the use of hearing officers in teacher hearings.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 13.112(c), Education Code, is amended to
    1-5  read as follows:
    1-6        (c)  Within 10 days after request for hearing made by the
    1-7  teacher, the board of trustees shall fix a time and place of
    1-8  hearing, which shall be held before the proposed action shall be
    1-9  effective.  Such hearing shall be public unless the teacher
   1-10  requests in writing that it be private.  Such hearing may be
   1-11  conducted by a hearing officer designated by the board of trustees.
   1-12  The record of the hearing by the hearing officer and the
   1-13  recommendation of the superintendent shall be forwarded to the
   1-14  board of trustees for action.
   1-15        SECTION 2.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended.
