                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the operation and management of the Canyon Regional
    1-3  Water Authority.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 3.03(c), Chapter 670, Acts of the 71st
    1-6  Legislature, Regular Session, 1989, is amended to read as follows:
    1-7        (c)  Notwithstanding any other provision of this Act, the
    1-8  board may provide by resolution that future board membership be
    1-9  limited to one <two> appointed trustee <trustees> for each
   1-10  governing body of a local government or private entity entitled to
   1-11  appoint trustees to the board.
   1-12        SECTION 2.  Section 3.04(c), Chapter 670, Acts of the 71st
   1-13  Legislature, Regular Session, 1989, is amended to read as follows:
   1-14        (c)  A person may not serve more than five consecutive
   1-15  <three> terms as a trustee.
   1-16        SECTION 3.  Article VI, Chapter 670, Acts of the 71st
   1-17  Legislature, Regular Session, 1989, is amended by adding Section
   1-18  6.03 to read as follows:
   1-19        Sec. 6.03.  LIMITATION ON BOND REVIEW.   The authority of the
   1-20  Texas Natural Resource Conservation Commission to review the
   1-21  issuance of a bond by the district applies only to the issuance of
   1-22  general obligation or revenue bonds.
   1-23        SECTION 4.  The reference in Section 6.03, Chapter 670, Acts
   1-24  of the 71st Legislature, Regular Session, 1989, as added by this
    2-1  Act, to the Texas Natural Resource Conservation Commission means
    2-2  the Texas Water Commission until the name of the Texas Water
    2-3  Commission is changed to the Texas Natural Resource Conservation
    2-4  Commission as provided by Section 1.085, Chapter 3, Acts of the
    2-5  72nd Legislature, 1st Called Session, 1991.
    2-6        SECTION 5.  The importance of this legislation and the
    2-7  crowded condition of the calendars in both houses create an
    2-8  emergency and an imperative public necessity that the
    2-9  constitutional rule requiring bills to be read on three several
   2-10  days in each house be suspended, and this rule is hereby suspended,
   2-11  and that this Act take effect and be in force from and after its
   2-12  passage, and it is so enacted.
