   1-16                                AN ACT
   1-17  relating to personal property exempt from seizure.
   1-18        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-19        SECTION 1.  Section 42.002(b), Property Code, is amended to
   1-20  read as follows:
   1-21        (b)  Personal property, unless precluded from being
   1-22  encumbered by other law, may be encumbered by a security interest
   1-23  under Section 9.203, Business & Commerce Code, or Sections 41 and
   1-24  42, Certificate of Title Act (Article 6687-1, Vernon's Texas Civil
   1-25  Statutes), or by a lien fixed by other law, and the security
   1-26  interest or lien may not be avoided on the ground that the property
   1-27  is exempt under this chapter.
   1-28        SECTION 2.  The importance of this legislation and the
   1-29  crowded condition of the calendars in both houses create an
   1-30  emergency and an imperative public necessity that the
   1-31  constitutional rule requiring bills to be read on three several
   1-32  days in each house be suspended, and this rule is hereby suspended,
   1-33  and that this Act take effect and be in force from and after its
   1-34  passage, and it is so enacted.
